As of today, 13 states and the District of Columbia have implemented state-run paid family and medical leave programs, which provide guaranteed benefits to non-government workers for personal medical leave, caregiving leave, and parental leave. Most state-backed plans are funded through modest payroll contributions, ensuring participation in the programs is affordable and accessible for small employers. An additional 8 states have adopted voluntary paid leave systems, which enable access to paid family and medical leave through the  private insurance market.
